vk_pipeline_cache: Avoid recompiling new shaders on each new PL (#480)

* cfg: Add one more divergence case

* Seen in RDR shaders

* renderer_vulkan: Reduce number of compiled shaders

* vk_pipeline_cache: Remove some unnecessary checks
